The 100th Regular Meeting of the ASC Board of Trustees (BOT) was held on October 15 at Le Monet Hotel, Camp John Hay, Baguio City. The meeting was presided over by CHED Commissioner and ASC BOT Chairperson, Hon. Marita R. Canapi.
In attendance were ASC BOT Vice-Chair and College President John N. Cabansag, along with the following Board Members: CHED-CAR Regional Director Jimmy G. Catanes; DA-CAR Regional Director Atty. Jennilyn M. Dawayan; DOST-CAR Regional Director Nancy A. Bantog (via online platform); Faculty Trustee Dr. Jay Bee B. Omaweng; Student Trustee Mark Angelo M. Marcos; Private Sector Representatives Richard D. Pascua and Dr. Juana S. Angagan; and College & Board Secretary Dr. Nobleza C. Sadao.
Also present as resource persons were Dr. Ronald O. Ocampo, Vice President for Academics, Research, Development, and Extension Services; Jemmarie S. Kotoken, Vice President for Administration and Finance Services; and Rodel Tapuro, Officer-in-Charge of the Procurement Unit (Luna Campus).
Key finance matters endorsed and approved by the Board included:
- The Program of Receipts and Expenditures (PRE) based on actual Free Higher Education (FHE) for the Midyear Term of 2025 and the First Semester of AY 2025–2026;
- A request for modification of line-item expenses under the RAF for FY 2025 and its corresponding Annual Procurement Plan (APP) from the Regular Fund based on the 2026 National Expenditure Program (NEP);
- A supplemental APP for the upgrading of the ASC Vermicomposting Facility and the strengthening of the Regional Agri-Aqua Innovation System Enhancement (RAISE) Program Phase 2 in the Cordillera Administrative Region (CAR).
Among the administrative matters approved were:
- Proposed amendments to the College’s Implementing Rules and Regulations (IRR) on travel expenses;
- Appointment of Atty. Voltaire S. Bag-ayan to the Attorney IV position;
- Granting authority to the President to enter into a Memorandum of Agreement (MOA) with Isabela State University-Echague, DOST-Philippine Textile Research Institute (PTRI), and DOST-CAR;
- Granting Equivalent Teaching Load (ETL) to the Faculty Federated President, Employee Association President, and Campus Faculty President.
For confirmation, the Board also approved the lists of newly promoted and newly hired employees with salary grade 17 and below.
Additionally, the Board endorsed and approved:
- The proposed revised curriculum for the BS in Agriculture majors in Crop Science and Animal Science;
- The proposed IRR on the Grant of Medical Allowance;
- The awarding of infrastructure projects to the lowest and most responsive bidder;
- The authority of the President to enter into contract agreements and issue Notices to Proceed for two infrastructure projects at the Luna Campus—namely, the completion of the College of Teacher Education Building and the Business and Hospitality Management Building.
Notably, the 100th BOT Regular Meeting also marked the conclusion of Commissioner Marita R. Canapi’s term as Chairperson of the ASC Governing Board, after serving for three years and nearly eight months.
